Area of selection/Eligibility
This position is open to external applicants residing in Sri Lanka, including locally engaged staff who are currently employed at the High Commission, who meet all of the essential requirements stated below, and whose applications are received by the closing date.

Essential Qualifications
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language
Education:
· Successful completion of a Degree from a recognized university in a field related to the position
Language:
· Advanced proficiency in English (writing, speaking, reading
· Advanced proficiency in Tamil (writing, speaking, reading)
Experience:
- Minimum 3 years (36 months) in following areas:
· Experience working in an international or multilateral organization, public or private sector, or civil society organization;
· Experience in providing strategic advice, briefings, and/or written reports to management and/or clients on issues of strategic interest or concern to their organization;
· Experience in using social media tools for promotion of events, for branding, and for advocacy initiatives;
· Experience working on the planning of events or official visits or on project management, including working with partners and/or media outlets.
Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.
Knowledge:
· Knowledge of the current Sri Lankan political & economic landscape and its history, including key ongoing political issues, particularly those affecting the north and east;
· Knowledge of key political & economic actors/stakeholders in Sri Lanka (including non- governmental and international organizations, media, academic, government & cultural institutions);
· Knowledge of the mandate, policies, objectives and priorities of Global Affairs Canada in Sri Lanka;
· Knowledge and use of the Microsoft Office suite (Word, Excel and Outlook) and advanced use of social media (Facebook, Twitter).
Abilities:
· Ability to make recommendations on policy and/or proactive or responsive action in relation to emerging social/political/economic issues of concern/interest;
· Ability to write coherent, relevant analytical reports and contribute to briefing material;
· Ability to plan/organize visits/travel of Canadian officials in the furtherance of Canadian foreign policy objectives;
· Ability to manage time, plan, prioritize tasks and meet tight deadlines;
· Ability to create and maintain networks of contacts from a variety of backgrounds.
Asset Qualifications
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.
· Recent work experience in a foreign mission, NGO or international organization;
· Familiarity with political/economic landscape of Maldives
· Ability to read, understand and communicate in Sinhala;
· Degree from a recognized university in political science, law, journalism, public relations, public policy, international relations or a related discipline;
· Experience working in a legislative environment;
· Ability to read, understand and communicate in French.
Operational Requirements:
· Must be willing to travel within Sri Lanka and internationally.
· Working hours are 37.5 hours per week Monday to Friday.
· Able and willing to work overtime as required on short notice (on weekdays and/or during weekends).
Conditions of Employment:
Conditions of employment must be met or complied with before being appointed to a particular position, and are to be maintained throughout the employment while being the incumbent of this position.
- Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period.
- Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada covering the entire employment period.
Other conditions of employment:
· Ability to obtain and retain a valid travel document and be willing, able, and legally admissible to travel within and outside of Sri Lanka.
· Medical/physical fitness to perform duties.
The Foreign Policy and Diplomacy Service’s (FPDS) mandate is to advance Canadian interests on a vast array of files through diplomacy, the development of foreign policy advice and programming via the following seven core services:
· Information and Analysis - Provide political economic intelligence and analysis on existing or emerging international issues
· Policy Development - Provide the international context and propose foreign policy options
· Policy Integration - Provide leadership and advice to broker coherent national positions on international policy issues

· Access - Facilitate and maintain access to potential key interlocutors and decision makers

· Visits Guidance - Provide assistance to Canadian dignitaries on official visits abroad
